FoCo2 (development version)

• Added support for the temporal framework: teocc() (temporal optimal coherent forecast combination), temtc() (temporal optimal multi-task forecast combination) and occmat_te() (matrices for the temporal optimal coherent forecast combination). These are the temporal counterparts of csocc(), csmtc() and occmat().
